Accepted Do not count spectators against the RTV count

When there's 10 people on, 6 playing and 4 just AFK spectating the server required 8 RTV votes to change the map, essentially making it impossible to RTV.

Please don't count spectators when determining the number of votes needed to RTV.

I absolutely agree, when there is a lower pop, I hate when we are 2-10 people playing and because there are 4 dudes afk farming points, I can't change the map.
 
There was previously a bug report on this.

Resolved Thread 'RTV counts players in spectator'

The RTV calculation for # of votes required to map change is counting the players in spectator.

There's 11 active players and 8 in spectate right now, and RTV is requiring 12 people to rock the vote.

Please exclude spectators from the RTV vote :)

The fix may have somehow been rolled back, I guess?
I imagine this will be accepted and implemented as soon as they have time to fix it.
